Saute onions in olive oil for several minutes until wilted.
Add garlic and stir.
Add all spices and cook for another minute.
Add beef and sear on all sides for 2-3 minutes
Add carrots and broth.
Bring to a boil, cover and reduce heat to low. Cook for 2 -3 hours.
Add chick peas, lemon zest and parsley.
Cook for another 15 minutes and then serve with rice.
