Preheat oven to 350 degrees
Line a 9 x 13 inch baking pan with parchment paper.
In a medium mixing bowl, combine the brownie mix with one egg, 1/3 cup of vegetable oil, and 1/4 cup of water. (or whatever the box calls for)
Spread the brownie batter into the prepared baking pan.
In a small mixing bowl, whisk together the flour, baking soda, and salt.
In a large mixing bowl, use a hand mixer or a stand mixer to cream together the butter with the white sugar and brown sugar until smooth and creamy.
Add two eggs and one teaspoon of vanilla extract to the sugar mixture and mix well.
Add the flour mixture to the sugar mixture about 1/3 at a time, mixing in between.
Add the chocolate chips to the cookie batter and mix well.
Using a large cookie scoop, drop cookie dough on top of the brownie batter in four rows of five.
Bake in the center of the oven for 30-35 minutes.
Remove from the oven, and after about 10 minutes, carefully lift the parchment onto a cooling rack.
Allow the brookies to cool for about 30 minutes or longer before cutting them into bars.
Cut the brookies into 20 large pieces or 40 smaller bars.
Store the brookies in an airtight container for a few days if necessary.
